Vardhaman Mahaveer Open University, previously known as Kota Open University, was renamed through a Gazette notification by the Government of Rajasthan on September 21, 2002. It was established as a pioneering institution for open learning in Rajasthan in 1987.

The idea of establishing an open university in the state of Rajasthan originated from the observations of the UGC Committee under the Chairmanship of Late Prof. G. Rama Reddy, which noted that "the distance system in Rajasthan is well established and has the potential of growing into a full-fledged Open University."

The establishment of VMOU took place by amalgamating two institutes of correspondence courses, namely the Institute of Correspondence Studies and Continuing Education Jaipur and the College of Correspondence Studies Udaipur.

The aim was to strengthen and achieve proper coordination among the vast distance education resources scattered across the state and provide a uniform high-quality education to the people of Rajasthan.
